Township Update

Please note the following:

  • Pleasant Valley Road Closed–Tuesday (7/21) from 7am-5pm, construction crews will be performing asphalt pavement restoration along the recently installed sections of concrete curb on Pleasant Valley Road between Conover Road and Mockingbird Lane.  The scheduled time frame for this work is weather-dependent, and every effort will be made to minimize any inconvenience to residents during this time.  The road will be closed during construction and Police Officers will be on site to assist motorists and residents. Please avoid the area, if possible.  For ongoing construction and roadwork updates, please visit Road Repair
  • Marlboro Water Utility – A reminder that hot weather and summer stay-cations can bring with it higher water usage and a higher water bill.  Water bills are driven by consumption so the more water utilized, the higher your bill.  This is why bills reflecting summer usage are so high relative to the rest of the year.  This past spring, the Water Utility sent the following message on how to check for leaks and conserve water so there are no surprises when you receive your water bill.  If you have not yet done so, please review that letter HERE.
  • JCP&L reminds customers to stay cool and conserve energy when the temperatures rise HERE.  PAYMENT PLANS are available that can help ease seasonal fluctuations in your electric bill. Heat and summer storms can bring power outages.  Should you experience an outage, it is important to report it to JCP&L using one of their phone, online, or texting options OUTAGE REPORTING Reporting helps JCP&L to pinpoint the outage location and restore service more quickly.  For reference, JCP&L is on the Township website’s ‘Quick Links and Actions’ section throughout the year. 
  • Annual Property Tax Bill - In light of the disruption caused by the coronavirus outbreak and the resulting delay in certification of taxes by the State of New Jersey, the annual tax bills are not available at this time. It is anticipated that the rate will be available and the tax bills will be mailed by the end of July. Pursuant to Statutory law, the grace period for 3rd quarter property taxes (due August 1st) will be extended based on the mailing date. The grace period will be specified on the tax bill and the Township will update via the email and by posting on the Township website. Note that interest charges on payments made after the grace period are calculated back to the August 1 due date.

Dear Resident, 

I hope that everyone is doing well and enjoying our beautiful weather.

We had a large turnout for our Township Paper Shredding.  The truck was at capacity by noon, but everyone on line was accommodated.  Please look for another shredding date in September. I am pleased to announce several programs and events.  

  • Family Movie Night featuring The Secret Life of Pets 2– The first in our Backyard Movie Series will be held on Tuesday, July 21. This event is free and no reservations are required.  Seating will begin at 7:45pm and the movie will start at dusk.  Bring chairs/blankets, movie snacks and beverages. Face coverings will be required while not seated.  No alcohol, smoking or pets are permitted.  FLYER
  • The Marlboro Swim Club has opened and members are very happy to have a local safe place to enjoy a summer day. All people on the waiting list have been given the opportunity to join.  If you would like to become a member, please register on community pass or email
  • Marlboro Recreation, in cooperation with High School coaches, offers Soccer Skills and Drills for those entering 3rd to 8th grades from July 20-24.  Questions should be directed to Registration for the program is through Community Pass
  • Recreation Adult Fitness Programs – Outdoor classes such as yoga and full-body workout are available.  Register through Community Pass or email
  • The Marlboro Farmers Market is open this Sunday and every Sunday, rain or shine from 9am to 2pm.  Fresh fruits and vegetables in season, breads, baked goods, perogies, cheese, meats, eggs, pickles, guacamole, dog treats, honey, gelato and more. Located on Route 520, just east of Route 79 and across from the Wawa, plenty of parking is on site with handicapped parking at street level.  Visit the Facebook page HERE for location and additional information. 
  1. Pleasant Valley Road – The state continues preparation to turn the 411 acres of the State Hospital Property to the County for a park.  The current project on PVR is a continuation of that cleanup.  While the State project was on-going the Township decided to use the opportunity to address safety concerns on Pleasant Valley Road.  Sloped curbing was installed to provide two feet of extra driving surface and provide more stability along this stretch. To widen the roadway more would have required a multi-year process requiring DEP permitting, moving utility poles, and property acquisition.  As the state completes their work on this stretch of the roadway, we will work with them to address other safety concerns prior to the full-width resurfacing.

The full 24-hour road closure has been lifted although residents can expect intermittent closures over the next few weeks.  We anticipate the resurfacing of Pleasant Valley Road between Conover Road and Mockingbird Lane to occur around mid-October

  • Last week, Marlboro Police arrested and charged three people involved in several auto thefts and residential and vehicle burglaries last summer. We are a very safe community, but no one is immune.  Please lock your car doors and remove personal belongings from your vehicles. Most importantly, remove the key fob from the vehicle. These vehicles were targeted because they were left unsecured with the key fob inside. Once the vehicles are stolen, they are often used in the commission of other crimes. Please do not let your car be a target for criminals. Take Your Keys. Remove Your Valuables. Lock Your Vehicle.  Our thanks to Chief Pezzullo and the Marlboro Detectives involved in the case included Detective Sergeant Jon Gramcko, Detective Edward Ungrady and Detective Michael Pecoraro.
  • Donations - Earlier this evening, the Township Council, via resolution, officially and gratefully, accepted donations of PPE from community members, local businesses and groups to assist with the Township’s pandemic response.  Four pages of donations totaling more than 50,000 pieces of PPE for our police and first responders. Generous monetary donations were received from The Church at Marlboro, The Chinese American Mobilization Enrichment League and Marlboro Youth Basketball. Our community’s support is always outstanding.  

Finally, please note that our area is under an Excessive Heat Watch Sunday afternoon through Tuesday, with the worst effects expected on Monday.  These heat index values can cause heat related stress particularly among the at-risk populations. Those especially vulnerable include elderly, children, those with pre-existing conditions, especially those without air conditioning. Stay safe, stay cool and we will update you as needed.

Dear Resident,

A few days ago, we emailed a letter advising residents of our summer Municipal Services Update.  For the health and safety of our employees and residents our offices remain closed to the public, but all Departments continue to be staffed.  That letter with Department and staff member contacts, on-line services and more is posted on the top of the Township website and HERE.   • Interior inspections will resume utilizing new COVID-19 Inspection Protocols.
  • Parks –All township playgrounds will open tomorrow, July 2.   
  • Marlboro Library – Online holds are now available, drop boxes are open for returns and door side pickups are scheduled for reserved books.  The Marlboro Library is a branch of the Monmouth County Library system so please follow their Facebook page and website and register for the newsletter to keep apprised of schedules and summer events at https://monmouthcountylib.org/

Testing – New Jersey reported 423 new COVID-19 cases for a statewide total of 171,928.  Monmouth County has 9,305 total cases and Marlboro has 502. 

Marlboro Swim Club Opens Monday, July 6 - Following guidelines from the state, our plan was submitted and approved by the Monmouth County Health Department. Members that registered and paid for the 2020 season, received an email last week detailing the guidelines and regulations that will be in place for the 2020 season.  Residents that placed their name on the waiting list, will receive an email in the next few days with the opportunity to pay for their membership.  If you wish to consider joining the swim club and have not yet placed your name on the waiting list, please do so as soon as possible on COMMUNITY PASS.  Due to limited capacity requirements, attendance is limited. Preparing the policies and procedures, following the guidelines and putting a plan in place to ensure a safe, recreational activity for our residents was not an easy task. My appreciation and thanks to Suzi Leifer and the Recreation and Swim staff who, along with the Swim Advisory committee, made this possible. 

Road Repair –Pleasant Valley Road construction, part of the state process to turn the Marlboro Hospital property over to the county for a park, is ongoing and the road is closed to through traffic Monday to Friday from 7am to 3pm.  Additionally, Brown Road will be closed tomorrow, Thursday July 2nd from 7:30am to 4:30 pm for road work. The road can be accessed from the Tennent Road side only.  Questions on both projects should be directed to Traffic and Safety at 732-536-0304.

Concert and Fireworks – I am disappointed to announce that we have canceled our concert of Independence and Fireworks display originally scheduled for July 12. We have held this concert and display for more than 30 years and it has always been an annual highlight drawing thousands of residents.  However, the safety and best interests of our residents, first responders and staff are of the utmost importance to us and so we regretfully announce this decision. 

As many events are cancelled throughout the state, home firework displays have increased.  Although New Jersey fireworks restrictions were moderately relaxed several years ago, Police Chief Peter Pezzullo reminds residents that only ground-based fireworks are legal in New Jersey.  Please review his letter HERE.  I also ask that you review the safety message from Marlboro’s Fire Official and the National Fire Protection Association reminding residents that at home fireworks can be dangerous HERE. 

Marlboro Backyard Movie Series - We are pleased to announce our new Marlboro Backyard Movie Series at the Recreation amphitheater. This series is free and no pre-registration is required.  July 21 will feature a movie for the whole family, July 28 is a movie for the grown-ups to enjoy, and our final evening will be Classic Movie Night on August 4.  Movies will begin at dusk.  Please bring your own chairs and/or blankets and you will be guided to your seating location. Please look for flyers and movie titles soon.  .  

Fourth of July Holiday Schedule Announcements - Marlboro Township municipal offices are closed on Friday, July 3 in observance.  The recycling yard is closed on Saturday, July 4.  The Marlboro Farmers Market is open on Sunday, July 5 from 9am to 2pm.  The Marlboro Police are always open and can be reached by calling 732-536-0100.  Emergencies dial 911.

Coronavirus Update 45

Dear Resident,

I hope everyone is doing well and staying cool. I wanted to take a moment and share the following Marlboro Township and New Jersey updates, news and events. 

Parks – Township playgrounds reopened on July 2.  Public restrooms at Vanderburg and the Municipal Complex are open and port-a-johns have been placed at parks and ballfields.  Restrooms and playgrounds will be sanitized daily. Signs reminding residents to help stop the spread of COVID-19 are placed throughout our Town in parks and public areas. HERE 

Litter - We are finding large amounts of litter, including bottles, cans, masks and gloves left at our parks and fields.  Garbage cans are available at every park location. Not only is litter unsightly and against the law, it is dangerous, leaving potentially contaminated items that must be cleaned up by our Public Works Department employees.  We are asking everyone to please respect your neighbors and our shared spaces and leave our parks clean and thank you for your cooperation. 

Marlboro Paper Shredding – Saturday, July 11 from 9am to 1pm (or until the truck is filled) for Marlboro residents only. Please remove all staples and clips, 100 pound limit enforced.  Please stay in your car and put on your mask when approached.  FLYER

STATE

Face Coverings Now Required Outside When Social Distancing is Not Possible – Exceptions for those under age 2, when eating or drinking at an outdoor establishment, and when wearing a mask would inhibit health or safety.  Executive Order 163

State MVC Update: Expiration dates were automatically extended at the beginning of COVID-19 for licenses, permits, inspection stickers, non-driver IDs, commercial registrations, temporary tags, and Veteran/Purple Heart placards.  March-May extended to 7/31, June 30 expiration extended to 8/31 and 7/31 expiration extended to 9/30.  It is suggested that residents take advantage of the extended time to let crowds clear. Many services can be done on-line. Check https://www.state.nj.us/mvc/ before you go for important changes and transactions available to be completed online.

Restaurants and Fitness Centers - I want to remind everyone that some of our fitness centers have outdoor programs and, as per the Governor’s Executive Order 157, have begun to do inside training by appointment.  Please contact your fitness center for details.  Marlboro restaurants continue to offer takeout and delivery, and some restaurants have opened for outside dining. MARLBORO TOWNSHIP MUNCIPAL OFFICES AND SERVICES – Revised

Dear Resident,

To protect residents and employees, all Town Hall Municipal Offices will continue to be CLOSED to the public until further notice.  However, every Department is staffed and can be reached by phone or email. We remind residents to visit the Township website and enter your email in the blue box to ensure you receive reminders and notices of all service updates and Township programs. 

Township Essential Meetings are being held virtually.  Please check the website calendar and emails for updates. Instructions to attend a meeting remotely can be found in the applicable Board agenda posted on the Agendas and Minutes Page HERE.  

Contact Municipal Departments - The Township website www.marlboro-nj.gov  home page has access to Quick links and an ‘I need to…’ dropdown box to direct you to the most frequently asked questions. A Municipal email directory HERE and phone list HERE. 

Licenses and Permits (Online and Downloadable) - Marlboro Township issues a number of licenses and permits, a growing number of which are available online through our SDL Portal. Each household need only register once for access to all on-line permit options.  The link has two tables.  The first table will guide you to find the online options that are available. The second table to the appropriate downloadable forms and regulating organization. See Link HERE.

MARLBORO SERVICES:

Curbside Lawn Debris & Spring Cleanup/Bulk Curbside Pickup COMPLETE – No lawn debris or bulk pickup items may be curbside at this time. Spring Curbside Bulk pickup, originally delayed due to the COVID-9 emergency, was rescheduled and is now complete. Leaf and brush debris has been completed until fall.  Debris must be either removed by a private contractor or brought to the Township recycling center, free of charge, no permit needed.  The recycling center is open year round. Check page 10 of the recycling calendar mailed to your home and on-line for hours and regulations.  HERE

Township Recycle Yard – Effective June 29, the Township will begin accepting bulk items at our recycling yard (a free permit, available online, is required HERE). The yard continues to be open for cardboard, comingled paper, electronics, brush and leaves. Cloth face coverings are required while in the yard. Based upon CDC Guidelines, Township staff will not be able to assist residents with placing items in any of the containers, Recycling guidelines and hours can be found on page 10 of the Recycling Calendar and HERE.

Zoning Division on-line Portal – https://marlboro-nj.gov/zoning-online

The Zoning Division is responsible for, among many things, reviewing applications for property improvements, issuing CCOs for every sale or rental, as well as complaints regarding residential property maintenance (high grass, unmaintained pools, broken fences, etc.).

As many residents have spent the last several months at home and are contemplating a summer without camp and vacations, the Township is currently receiving an extraordinary number of inquiries from residents with questions about how to go about improving their properties. Many are property-specific, requiring an internal technical review before a response can be given.

For this purpose, we have established a separate portal via the Township website for residents to pose these property-specific questions electronically using the link above or ‘Zoning Online’ on the Township Quick Links & Actions section of the homepage. Internally, these requests will be coded, tracked and monitored separately by the necessary technical staff to ensure an organized process and timely response.  When entering inquiries of this nature, please choose Comments Type = “Zoning”.  Note that you can also report residential property maintenance complaints in this portal (choose Comments Type = “Property Maintenance”).

Licenses and Permits - Inspections – Interior inspections will resume utilizing new COVID-19 Inspection Protocols. Prior to any inspections being scheduled, a risk assessment will be completed to ensure proper safety measures are in place for the protection of residents, contractors and inspectors. Inspections associated with emergencies such as septic or water, unoccupied structures and outdoor facilities continue to be accommodated. If questions, contact the Department of Community Development at 732 536-0200 x1800 or .

Parks –Marlboro Township parks are open including tennis and pickleball courts, dog park, hockey rink, basketball courts, etc. In accordance with the Governor’s Executive Order, please note: 

* Playgrounds will open on July 2.   

* Sports Activities (Details HERE.)

  • June 22 – Low-risk, non-contact outdoor organized sports activities (tennis and golf) begin.
  • June 22 – Organized sports can resume non-contact practices and drills. 
  • July 6- Traditional practices and competitions can resume for medium risk sports (baseball, softball, soccer, outdoor basketball).
  • July 20 – Traditional practices and competitions can resume for high risk sports. (football, wrestling)
  • Social distancing rules are still in effect and gatherings must abide by the limit on outdoor gatherings.   Face coverings are required in all restrooms (where available) and strongly suggested when social distancing is not possible.  A list of Marlboro’s parks can be found HERE.

Marlboro Division of Police – The Police Division is open 24/7 and can be reached at 732- 536-0100. Please not call the police for updates regarding COVID-19. They do not have information above what is available on our website and it is vital that their lines be accessible for emergency calls.  Emergencies, of course, dial 9-1-1. 

  • In response to the concerns regarding the COVID-19 virus, Police call dispatchers have been instructed to ask standardized pre-arrival screening questions in order to ensure the appropriate public safety response to the request for service.
  • For police requests of a non-emergent nature such as thefts, criminal mischief, harassment complaints, etc., citizens are urged to file an online police report through the Police website and linked HERE.

Marlboro Library – The Marlboro Library is a branch of the Monmouth County Library system.  For details on their schedule including on-line holds, drop-box, door-side pickups, upcoming events and more please visit https://monmouthcountylib.org/

Municipal Court – Following the Courts Omnibus Order, discussions are in process regarding conducting remote Municipal Court proceedings and sessions and, until further notice, there will be no in-person court sessions. However, in an effort to resolve your case without coming to court, several options are available and can be viewed HERE.  For more information, please call 732-536-0300.
