The Construction Division of the Marlboro Township Community Development Department is responsible for enforcing the regulations of the State Uniform Construction Code, which was established by the State of New Jersey to ensure that new construction (commercial, industrial, and residential) adhere to minimum standards of workmanship and safety. Construction Division inspectors review structural construction, plumbing, heating and air conditioning, and electrical work prior to the issuance of a Certificate of Occupancy to ensure compliance with current versions of the IBC NJ edition and IRC NJ edition, National Electric Code (NEC), National Standard Plumbing (NSPC), Energy Subcode, Mechanical Subcode, Fuel Gas Subcode, Barrier Free Subcode, and the State Uniform Construction Code. State inspectors are used to perform elevator inspections.

Effective January 1, 2006 all home improvement contractors must be registered with the NJ Division of Consumer Affairs. They will have to produce a registration card from the State before any permits can be issued. This is, of course, a benefit to the homeowners.  General Building Information

If you are building, remodeling, or adding onto your house or business, it must be done in accordance with the State Uniform Construction Code and generally requires a building permit.  Visit or call (732-536-0200, Ext. 1800) the Construction Division during the planning stages of your project, well before you begin construction, to make sure that you are proceeding according to Code and do not need to appear before the Planning Board or Zoning Board of Adjustment . An early visit will eliminate unnecessary delays in completing your project.

Construction Permit Application Process

The first step in obtaining a construction permit is to pick up a permit package from the Construction Division. The permit package will be customized based on the type of construction that you plan on performing. Be sure to completely fill out the supplied forms and adhere to the application requirements set forth below.

The Construction Division will call the homeowner or contractor when the permit is ready to be picked up. Once you have met the requirement for a building permit and paid the applicable fee, the construction permit is issued and construction can begin. A final inspection is required when the job is complete. If the project is completed in accordance with the Code, the Construction Official will issue a Certificate of Occupancy or Certificate of Approval.

  2. Detailed drawing of the proposed construction. (2 Copies)
  3. Copy of estimate or list of materials and total cost. 
  4. Signed and notarized * Application for Zoning Approval Form.

  1. Sealed pool specifications (in ground pools only).
  2. Pool brochure (above ground pool only).
  3. Pool grading plan.
  4. Electrical wiring and gas piping diagrams.
  5. Note on the plans and the UCC permit applications if there is a diving board.

Heating/AC System Permits Additional Application Requirements

  1. Brochure on heating or AC unit
  2. Diagram of electrical wiring or gas piping.
  3. Indication of where unit will be installed (e.g., attic, basement utility room, etc).
  4. Completed chimney certification form

Residential Interior Alterations Permits Additional Application Requirements

  1. Detailed plans of project signed and sealed by licensed architect or engineer. Homeowner is permitted to draw and sign his/her own plans. All plans submitted must have two copies.
  2. Electrical wiring and gas piping diagrams (if included in the work).

Commercial Interior Alterations Permits Additional Application Requirements

  1. Detailed plans of project signed and sealed by licensed architect or engineer. All plans submitted must have two copies.
  2. Electrical wiring and gas piping diagrams (if included in the work).

Residential Additions Permits Additional Application Requirements

  1. Detailed plans of project signed and sealed by licensed architect or engineer. Homeowner is permitted to draw and sign his/her own plans. All plans submitted must have two copies.
  2. Electrical wiring and gas piping diagrams.
  3. Health Department approval for any kitchen, bathroom or bedroom additions on a house with septic system.

Commercial Additions Permits Additional Application Requirements

  1. Prior Planning Board / Zoning Board approval All plans submitted must have two copies.
  2. Detailed plans of project signed and sealed by licensed architect or engineer.
  3. Electrical wiring and gas piping diagrams..

New Single Family Dwelling Permits Additional Application Requirements

  1. Prior Planning Board / Zoning Board approval
  2. Two sets of plans signed and sealed by licensed architect or engineer.
  3. Two surveys of property.
  4. Zoning Approval Permit Application must be submitted to the Zoning Division .
